Do You Have to Pay for FMCSA Clearinghouse Registration? What Carriers Need to Know

If you recently started a trucking company, hired a CDL driver, or received a notice about the FMCSA Drug and Alcohol Clearinghouse, you may have been told that you must pay to get your company registered.

That statement can be misleading.

FMCSA does not charge a fee to register for the Clearinghouse. According to FMCSA, employers are charged for limited and full queries, but there are no FMCSA fees for registration or other Clearinghouse activities.

However, a private compliance company may charge a professional-service fee to help a carrier establish, connect, correct, or review its account. The important question is not simply whether a company is charging you. It is whether the company clearly explains what service you are purchasing.

Before paying, carriers should understand the difference between:

  • Registering directly with FMCSA

  • Purchasing an FMCSA query plan

  • Paying a private company for setup assistance

  • Enrolling in an ongoing Drug and Alcohol Consortium

  • Purchasing complete CDL driver-compliance management

Understanding these differences can help you avoid paying twice or purchasing a service that does not meet your actual compliance needs.

Is FMCSA Clearinghouse registration free?

Yes. FMCSA Clearinghouse registration itself is free.

Carriers can begin the registration process through the official FMCSA Drug and Alcohol Clearinghouse website. A Login.gov account is required to access the system.

The carrier or authorized company representative must complete secure login and identity-verification steps. You should never give a third-party company your Login.gov password or private verification codes.

Although registration is free, employers may have to purchase an FMCSA query plan when conducting required Clearinghouse queries. Query-plan charges are government fees and are different from any professional-assistance fee charged by a private company.

Why are third-party companies charging for Clearinghouse setup?

Private compliance companies are allowed to charge for the time and professional assistance they provide. A legitimate setup-assistance service may include guidance with:

  • Creating or accessing the correct Login.gov and Clearinghouse accounts

  • Selecting the appropriate employer or employer-and-driver role

  • Connecting the company’s USDOT information

  • Identifying incomplete or incorrectly entered account information

  • Designating a consortium/third-party administrator when applicable

  • Reviewing the basic setup steps for completion

The charge should be described as a professional assistance fee, not as an FMCSA registration fee.

A carrier should be cautious when a solicitation makes it appear that payment to a private company is mandatory, that the company is FMCSA, or that the charge is a government registration fee.

Already paid for Clearinghouse setup? Check before paying again

If another company tells you that your Clearinghouse account needs to be established—but you remember paying for this service previously—do not immediately make another payment.

First, determine what you originally purchased.

Ask these questions:

  1. Was the payment for Clearinghouse account assistance, a query plan, or Drug and Alcohol Consortium enrollment?

  2. Was an employer account successfully created?

  3. Is the correct USDOT number connected to the account?

  4. Did the carrier select the correct user role?

  5. Was a C/TPA designated, if required or requested?

  6. Does the carrier still have access to the Login.gov email address used during registration?

  7. Did the company provide documentation explaining what it completed?

Paying for a service does not always mean every required action was completed. In many cases, the carrier still had to log in, verify its identity, approve a connection, or designate its C/TPA.

Before paying twice, contact the original provider or have a compliance professional help you identify what remains incomplete.

Clearinghouse setup is not the same as Consortium enrollment

This is one of the most common sources of confusion for new carriers.

Clearinghouse account setup establishes access to the federal system. It does not automatically enroll a CDL driver in a compliant random drug and alcohol testing program.

A Drug and Alcohol Consortium program may include services such as:

  • Enrollment in a compliant random testing pool

  • Quarterly random selections

  • Notification and coordination when a driver is selected

  • Random testing when included in the selected program

  • Medical Review Officer services

  • Ongoing drug and alcohol compliance support

  • Clearinghouse assistance provided as part of enrollment

Owner-operators subject to FMCSA drug and alcohol testing requirements must work through a C/TPA for the applicable Clearinghouse functions. FMCSA requires the owner-operator to designate the C/TPA in the Clearinghouse before the C/TPA can act on the carrier’s behalf.

Clearinghouse setup does not replace driver qualification files

Even after the Clearinghouse account and Drug and Alcohol Consortium are established, a carrier may still have additional driver-compliance responsibilities.

A complete CDL Driver Qualification File program may include:

  • Driver Qualification File management

  • Motor vehicle record monitoring

  • CDL and medical-card expiration tracking

  • Clearinghouse query management

  • Drug and Alcohol Consortium enrollment

  • Random testing administration

  • Required driver documentation

  • New Entrant Safety Audit preparation
