The $10 additional-vehicle rate applies only when the vehicles are submitted together as part of the same Form 2290 filing request.
4 vehicles submitted together = $69.99 for the first vehicle + $30 for three additional vehicles = $99.99 service fee.
A separate filing request submitted later starts at the standard $69.99 service fee.
